PRE:Dickson: Lawyers had approached govt. offering compromise - as well as final settlement of 76 million pounds, they'll be treated as exceptions when applying benefit rules and paying legal costs. Act. Waldegrave: key was the representatives coming to govt. with proposal which looked sensible and fair.
