When Luton's Mayor Henry Impey decides to hold a major event to celebrate peace in the summer of 1919, he invites only councillors and friends.

The returning soldiers, many unemployed, many disabled, are forgotten, but are determined to make their voices heard.

Intransigence on both sides leads to open conflict as the day of celebration becomes a riot.
