Charles Wheeler, who returned a tiny looted painting to Berlin last year, talks to Anne Webber from the Commission for Looted Art.

They discuss the political and emotional issues which surround the millions of art works and objects first stolen by the Nazis and then plundered by the Soviets as compensation in 1945.
